CHIPS for Virginia Summit

Bringing together Virginia’s semiconductor stakeholders to encourage collaboration and build awareness of VAST.
The CHIPS for Virginia Summit convened industry, government, and academic leaders for a critical conversation on how to propel Virginia forward in the semiconductor economy and celebrated the Virginia Alliance for Semiconductor Technology (VAST), a new statewide alliance of higher education institutions supporting the semiconductor industry.
The Summit, hosted by Virginia Tech, focused on how Virginia is matching the momentum generated by the CHIPS and Science Act to support the semiconductor industry.

KATHY WARDEN
Kathy Warden is Chair, Chief Executive Officer and President of Northrop Grumman Corporation. Northrop Grumman is a leading global aerospace and defense technology company. Warden has extensive experience in operational leadership and business development in government and commercial markets.

MASOUD AGAH
Masoud Agah is the founder of VAST and is currently a Virginia Microelectonrics Consortium Professor at Virginia Tech. He is also a core faculty member of Virginia Tech-Wake Forest School of Biomedical Engineering and Sciences. He established the VT MEMS Laboratory in 2005 and has focused his research on environmental and biomedical applications of MEMS.

KEVIN CROFTON
Kevin Crofton is the former Chief Executive Officer at Comet Holdings AG and former Chairman of the SEMI International Board of Directors, and Board Chair of the UK’s public/private Compound Semiconductor Applications Catapult. With over 30 years Semiconductor industry experience, Crofton has held management and leadership positions at Lam Research Corporation, KLA Corporation, Newport Corporation, NEXX Systems and Aviza Technology.

TIM SANDS
Timothy D. Sands is the 16th President of Virginia Polytechnic Institute and State University and a professor in the College of Engineering. Since joining Virginia Tech in 2014, he has worked collaboratively with the provost and university leadership to set the university on track to become a leading modern, global, land-grant institution. President Sands’ vision is supported by a global community of alumni, friends, and partners.

MARK WARNER
United States Senator Mark Warner was elected to the U.S. Senate in November 2008 and reelected to a third term in November 2020. He serves as Chairman of the Select Committee on Intelligence and as a member of the Senate Finance, Banking, Budget, and Rules Committees. From protecting the highest levels of national security through his work leading the Senate Intelligence Committee, to fighting to expand broadband to every corner of the Commonwealth, Sen. Warner has been a tireless advocate for a safer, stronger, more prosperous Virginia.

GLENN YOUNGKIN
Governor Glenn Youngkin is the 74th governor of the great Commonwealth of Virginia. He is a man of humble roots who is devoted to his family, highly accomplished in business, and now, a dedicated and passionate public servant committed to making Virginia the best place to live, work and raise a family. Glenn implements the best practices he used in business to ensure government works better for Virginians.

DON GRAVES
Don Graves is the 19th Deputy Secretary of Commerce. Graves brings decades of experience in the private sector, government, and nonprofits to the Department of Commerce. Most recently, he served as Counselor to President Joe Biden during the 2020 presidential campaign. He was also the U.S. Federal Representative to the G7 Task Force on Social Impact Investment.

BRANDY SALMON
Brandy Salmon serves as Associate Vice President of Innovation & Partnerships for Virginia Tech. In this role, Salmon leads LINK + LICENSE + LAUNCH, a unit founded to build industry partnerships, commercialize technologies, and start new ventures. While at Virginia Tech, Salmon played a seminal role in working with leaders in the Commonwealth to attract Amazon’s HQ2 and launch Virginia Tech’s Innovation Campus, leading a cross-functional delivery team to set the vision for the campus and accomplish key milestones.

IAN BAUCOM
Ian B. Baucom is the executive vice president and provost of the University of Virginia. As the chief academic officer, he oversees the University’s teaching and research activities and directs the academic administration of the schools, the library, art museums, public service activities, numerous University centers, and foreign study programs.

SRIRAMA RAO
Srirama Rao is the VP of Research and Innovation at Virginia Commonwealth University. Rao is responsible for the overall strategy, compliance, growth and expansion of the university’s research enterprise. Rao additionally oversees VCU’s research institutes and centers, core laboratories and institutional committees including the Institutional Animal Care and Use Committee (IACUC) and the Institutional Review Board .

DOVEANNA FULTON
DoVenna S. Fulton is the Provost and Vice President for Academic Affairs at Norfolk State University. As the University’s Chief Academic Officer, Fulton leads the transformation of NSU’s academic enterprise into a nationally recognized center for teaching excellence that advances student success, research, and community service.

ANDRE MARSHALL I PANEL 3 PANELIST
Andre W. Marshall is Vice President for Research, Innovation, and Economic Impact at George Mason University and President of the George Mason Research Foundation. As the university’s senior research officer, Marshall provides overall leadership for the portfolio of research, innovation, and economic development activities.

CHARLES CLANCY I MODERATOR
Charles Clancy is a senior vice president at MITRE and heads MITRE Labs. Clancy serves as MITRE’s Chief Futurist, working to realize a future where emerging technology is democratic, sustainable, and equitable.

RICHARD CHYLLA I PANELIST
Richard Chylla is the Executive Director, Licensing and Ventures at University of Virginia. Rich comes to the University of Virginia from the Innovation Center at Michigan State University where he served as Executive Director of MSU Technologies since 2012. He has more than 25 years of experience in university technology transfer, research leadership, and business development.

JOHN NEUFFER I PANELIST
John Neuffer is President and CEO of the Semiconductor Industry Association (SIA) where he’s responsible for setting and leading the association’s public policy agenda and serving as the primary advocate for maintaining U.S. leadership in semiconductor design, manufacturing, and research.

JOE STOCKUNAS I PANELIST
Joe Stockunas is President of SEMI Americas, where he leads efforts to increase the value SEMI Americas delivers to members, directs North America sales and services, and drives events and programs. He also advocates for the microelectronics industry as part of the SEMI Global Leadership Team.

BOB STOLLE I PANELIST
Bob Stolle is the President and CEO of the Virginia Innovation Partnership Corporation (VIPC). Bob leads VIPC in its mission to create and execute strategies to accelerate innovation, imagination, and the next generation of technology and technology companies.

ERIK WITHERSPOON I PANELIST
Eric Witherspoon is the Senior Director of Business Development and Growth at Applied Materials. Eric is passionate about driving engagement across the semiconductor ecosystem to establish new models of public-private partnership and innovation.

JASON EL KOUBI I MODERATOR
Jason El Koubi was named President & CEO of the Virginia Economic Development Partnership (VEDP) in March 2022 after serving as Executive Vice President of the organization for nearly five years. Working with a wide variety of partners and stakeholders, Jason leads the development and implementation of an ambitious, multiyear strategic plan for the Commonwealth’s economic development that encompasses activities across state government.

ERIK FOX I PANELIST
Erik Fox is the Vice President and General Manager of the Elbit Systems of America – Night Vision business unit. Mr. Fox is responsible for expanding the company’s position as a supplier of critical defense systems and core technologies for the United States and allied militaries, security forces, federal homeland security, and law enforcement markets.

SCOTT GATZEMEIER I PANELIST
Scott Gatzemeier is the Corporate Vice President of Front End US Expansion at Micron Technology. Scott has more than 25 years of experience across probe, fab engineering, operations, and technology development. Scott has been working on US expansion initiatives for the past year and is responsible for Micron’s Boise and New York manufacturing expansion projects.

TODD STOTTLEMYER I PANELIST
Todd Stottleyer serves as the Vice chairman for GO Virginia, and CEO and member of the board of directors for Acentra Health, a private equity-backed healthcare technology solutions and services company. Acentra Health delivers a broad range of health information technology enterprise products and solutions and clinical services to a diverse base of government and commercial healthcare clients.

ANNE KRESS I MODERATOR
Anne Kress is the sixth president of Northern Virginia Community College, a role she began in January 2020, after a career of almost three decades in higher education that includes serving as a tenured faculty member in English and in numerous academic administrative roles at community colleges in Florida and New York. At NOVA, Kress focuses on fulfilling the college’s commitment to equity in opportunity and its promise that every student succeeds, every program achieves, and every community prospers.

SHARI LISS I PANELIST
Shari Liss is the Executive Director of the SEMI Foundation, Shari is responsible for driving the SEMI Strategic Initiatives for Workforce Development. Specifically, she provides leadership to the SEMI Foundation with sustainable programs that attract and fill the global electronics industry talent pipeline. Shari is also responsible for leading Diversity, Equity, and Inclusion initiatives at the SEMI Foundation.

KYLIE PATTERSON I PANELIST
Kylie Patterson is the Senior Advisor for Opportunity and Inclusion for Chips for America. As an appointee to the CHIPS Program Office, Kylie is working to ensure America’s $50 billion industrial strategy to bring semiconductor manufacturing back to the U.S. is inclusive and brings opportunity to all communities.

JULIE ROSS I PANELIST
Julie Ross is the the Paul and Dorothea Torgersen Dean of Engineering at Virginia Tech. During her tenure as dean, Ross has gained widespread recognition not only for growing the reach and impact of Engineering’s programs and research but also for championing a bold vision for the future of the college, which includes building a more inclusive engineering community. As a testament to her leadership, she was recently appointed as a special advisor to Virginia Tech President Tim Sands.

DAN SUI
Daniel “Dan” Sui is Virginia Tech’s Senior Vice President for Research and Innovation. Sui is an internationally renowned geographer/GIScientist with research interests focusing on GISbased spatial analysis and modeling for urban, environmental, and public health applications. Sui also oversees all of the university’s thematic institutes and affiliated corporations that execute more than a quarter of the university’s sponsored research.

ROSHAN ROEDER
Roshan Roeder is the corporate vice president and president, Northrop Grumman Defense Systems sector, a leading global provider of defense solutions to enable decision-making and defeat advanced threats, while supporting military operations and readiness. Roeder oversees delivery of a broad spectrum of missiles, tactical weapons and components, all-domain command and control architectures, integrated battle command systems, and sustainment and modernization capabilities to national security, military and civil customers.
CHIPS FOR VIRGINIA SUMMIT OBJECTIVES
- Encourage collaboration between Virginia semiconductor stakeholders as we advance Virginia forward in the semiconductor economy.
- Build awareness of the Virginia Alliance for Semiconductor Technology (VAST) as a platform for R&D, workforce development and startup/commercialization support among semiconductor industry professionals and the wider business community.
- Highlight Virginia’s unique position as a leading state for the defense industry and national security agencies as a differentiator for R&D investment.
VIRGINIA ALLIANCE FOR SEMICONDUCTOR TECHNOLOGY
The historic CHIPS and Science Act and its unprecedented effort to help onshore the semiconductor industry is presenting new opportunities to restore U.S. leadership in semiconductor manufacturing, create jobs across the semiconductor supply chain, and advance U.S. economic and national security.
With Virginia’s vibrant private and public sector economy, leading universities and colleges, a diverse and growing talent base, and a new alliance—the Virginia Alliance for Semiconductor Technology (VAST)—the Commonwealth presents a distinctive value proposition to the industry and nation.
VAST is a key milestone in mobilizing state assets to support the industries of today and tomorrow, while providing opportunities for collaboration and growth.
